CSAP
Questionnaire
February 28, 2007
Dear fellow PTA members,
Please take some time to fill out this short questionnaire concerning CSAP
testing. Parent opinions regarding education policy are important in guiding
legislation at the State Capitol. After completing the questionnaire please send
by reply email to
ColoradoPTA@earthlink.net.
Thank You! Rep. Judy Solano & Colorado PTA
Federal law, No Child Left Behind (NCLB), mandates that all states test students
in grades 3-8 and once in high school (10-12) in the areas of Reading, Math, and
Science. (In Colorado, CSAP tests are used for this federal mandate.) Colorado
law requires more. All students are required to test in grades 3-10 (CSAP) in
the areas of Reading, Math, Science, and Writing and take a mandatory 11th grade
ACT.
According to Colorado Legislative Council, for the
2007-2008 school year, CSAP tests will cost $21,771,340 ($15,709,849
appropriated from state general funds and $6,061,491 from federal funds). The
additional writing assessments cost Colorado approximately $5 million (contract
with McGraw-Hill to score). The 9th and 10th grade CSAP exams cost approximately
$2.7 million each ($5.4 million total). There are also additional costs incurred
by each district for test preparation and administration.
1) Would you support legislation to reduce the amount of CSAP testing to grades
3-8 and once in high school in the areas of Reading, Math, and Science only
(aligning with NCLB mandate)?

2) Would you support returning the responsibility of writing assessments back to
the classroom teachers, schools, and local school districts?

3) Would you be in favor of using the “savings” from the reduction in CSAP
testing to other programs?
