Individual Literacy Plans

The Colorado Basic Literacy Act (H.B. 96-1139) reinforces the importance of schools and parents/guardians working in partnership to help all children learn to read by the end of third grade. The reading growth of all students is carefully monitored from kindergarten through third grade and beyond. Students not reading at grade level are placed on an ILP (Individual Literacy Plan) to guide instruction and support literacy needs. The ILP requires all school personnel and parents to focus on a designated set of reading goals in order to advance the student beyond the goals on the ILP.

Parents and Teachers Working Together

School responsibilities in implementing the Colorado Basic Literacy Act include:
  • assessing annually* the readiness or reading performance of all students in grades k-3rd grade.
  • placing students on a ILP if they have not met or are at risk of not meeting grade level proficiency in reading.
  • providing appropriate instruction or interventions to support the reader.
  • collaborating with parents/guardians to make reading a successful experience for all children.
Parent/guardian responsibilities under the Colorado Basic Literacy Act include:
  • supporting school literacy activities at home through designated activities(i.e. Reading daiy with child, helping with homework, conferences,etc.)
  • collaborating with the school in developing an ILP, if necessary.
* At Superior, we formally assess our students 3 times during the year. We gather literacy data on each student informally every day to monitor goals and ILP's.

What is an ILP?

An Individual Literacy Plan (ILP) is a written plan for children who have not met or are at risk of not meeting grade level proficiency in reading. The ILP communicates a thoughtful, systematic plan of action to provide additional support in reading.

What might an ILP include?

The plan is designed to match the student and the level of reading support needed. They ILP identifies student strengths, areas in need of improvement, instructional strategies and support, responsible parties, and a date to review the student's progress. The plan could require extra reading time at home, small group instruction, summer school, or additional instructional time at school.

Who develops the ILP?

The classroom teacher, other teachers (such as Title I or literacy teachers), the principal, and the parents/guardians.

How is my child placed on an ILP?

Teachers gather information from a variety of sources throughout the school year to determine reading progress. These sources may include an individual reading assessment (e.g., the Qualitative Reading Inventory-QRI or a running record), a readiness assessment (e.g., TERA), the CSAP, performance on daily activities, conferencing, or observation.

How long will my child stay on an ILP?

The ILP continues until the child is reading at or above grade level. The school will review student progress with parents/guardians twice a year.

When is an ILP written?

An ILP is written for a kindergarten through third grade student when it is noted that the child is at risk of not meeting grade level proficiency in reading. However, a student continues on an ILP beyond third grade until he/she is grading at his/her designated grade level.

What is the parents role in the ILP?

Parents/guardians will be asked to support literacy at home in ways that match the child's literacy needs.

Here are some ideas:

  • Read to or with your child daily.
  • Provide daily reading opportunities for your child.
  • Talk with your child about what he/she is reading.
  • Talk with your child about what you are reading.
  • Read and write with your child for a variety of reasons such as notes, list, recipes.
  • Help your child practice reading basic sight words, such as have, through and the.
  • Help your child practice spelling words daily.
  • Provide for your child's daily attendance in school.
  • Provide a quiet time and place for your child to read and complete homework.
  • Attend parent/teacher conferences.
